The video game Genshin Impact has recently released many events and quests that enable free-to-play (players that don’t spend money on the game) players to gather a ton of Primogems, the game’s currency. Primogems can be used to buy items called Acquaint Fates and Intertwined Fates, which let you wish for more characters using the game’s gacha system. Additionally, they have been releasing weapons that allow characters to hit more damage without getting their signature weapon (a weapon specifically for the character). Having good weapons on characters is key in playing Genshin Impact because if you have a weapon that gives attack on a character that does more damage based off of defense is useless, so having a weapon that gives defense lets you deal more damage. Although the free characters are good, you will start wanting other, better characters that aren't given out for free.
Getting Primogems is hard within the game, so Genshin Impact allows people to pay real money for Primogems. This is why people made the term free-to-play. The vast majority of Genshin Impact accounts are free-to-play, so in order to keep these users, the developers make events or other sources that make it easier to get Primogems. Certain patches, or versions of Genshin Impact, have more events than others. These are more free-to-play friendly patches. The 5.0 patches have been very free-to-play friendly.
Certain characters need very rare or hard to get stats to deal a lot of damage. This is why free weapons are useful, so you can get weapons without worrying about Primogems. Free weapons are often limited to a certain, non-permanent, event. This means that the weapon will only show up once. Usually the weapon is very good and is made for a specific character, this means people who have a character don’t have to worry about getting a weapon.
Tamayuratei no Ohanashi is a 4-star weapon being given out in version 5.4. This weapon is good on a handful of characters, and its passive (an ability that weapons have, that usually increases something) is really good. It increases attack by 40% and movement speed by 10% after using an elemental skill (special elemental powers characters have), which makes up for the loss of attack from the small energy recharge substat that it has. The energy recharge substat is a stat that makes you get your elemental burst (a more powerful version of the elemental skill) more often so it helps you deal damage quicker. The characters that this is good on are characters that deal more damage based off of attack, and use both their elemental burst and skill very often.
Then an attack boost of 40% it basically means that certain characters will deal 40% more damage with that boost! The movement speed is also useful in battle because you can get to different enemies quicker, or also dodge attacks quicker.
This weapon would be most useful on the character Hu Tao because they deal damage by using their elemental skill which transforms their normal attacks so they deal elemental pyro (fire) damage instead of physical damage. In addition,it boosts attack by a percentage of their HP (the more hp they have the better their attack will be) so the attack bonus would be really useful. Also, using their elemental skill damages them, but their elemental burst heals them so the energy recharge is useful too. The movement speed is also useful because their charged attack launches them forward so the movement speed helps you get back to the enemies quicker.
A weapon this good being given out for free is big news for the free-to-play community, because the equivalent to this would be a 5-star weapon, which is really hard to get. This weapon also is really good on Xiangling, a 4-star character that is given out for free to beginners, and you could get them in the 5.3: second phase patch. This is also good for the character Raiden Shogun because they were available to get very recently, and they deal damage based off of both attack and energy recharge.

Lantern rite is an event that gives you a ton of Primogems, one free 4-star skin, and a 4-star character, it also releases a 5-star skin too.
